Draft water charge (infrastructure) rules
Public release of advice and draft rules
On 26 June 2009 the Australian Competition and Consumer Commission (ACCC) provided its advice, including draft rules, on the water charge rules for water infrastructure operators to the Minister for Climate Change and Water, Senator Penny Wong.
The Minister has decided to make the advice and draft rules public while she considers the advice.

Further consultation on accreditation
On 17 September 2009 the Minister announced that she has asked the ACCC to provide further advice on rules for accreditation as part of the water infrastructure charge rules.
The ACCC recommends that a single regulator, the ACCC, undertake all price determinations across the Basin under the water infrastructure charge rules. Stakeholders have indicated that they would like the opportunity to have state regulators accredited to carry out determinations under the water infrastructure charge rules for Tier 3 operators. In response to these concerns the Minister decided to ask the ACCC to consult and provide further advice on rules that provide for accreditation.
In her announcement the Minister noted that any accreditation model will need to achieve the Basin water charging objectives and principles of the Water Act 2007, and urged all stakeholders to participate in the ACCC's consultation process.
The Minister has requested the ACCC to provide further advice by February 2010.
