This report was prepared by PricewaterhouseCoopers and provides an analysis of different threshold options for the National Television and Computer Recycling Scheme (the Scheme).
The 2009 Decision Regulatory Impact Statement, which provided the basis for establishing the Scheme, recommended that companies that import less than 5,000 television, computer or computer product units should be exempt from the Scheme to limit the impact of regulation on small business, while maintaining coverage of 95 per cent of imports.
The aim of this report was to determine whether there is a case for adjusting the 5,000 unit threshold to account for:
- The different markets for televisions, computers and computer products;
- The potential for "gaming" by companies to avoid liability;
- Fairness; and
- Potential cost impacts.
The study was commissioned by the Department of Sustainability, Environment, Water, Population and Communities to inform the development of the draft Product Stewardship (Televisions and Computers) Regulations 2011. However, it should be noted that the views expressed in the report are those of the authors and do not necessarily reflect those of the Australian Government, the Minister for Sustainability, Environment, Water, Population and Communities or the Parliamentary Secretary for Sustainability and Urban Water.
