Howard government: $1 billion
Carr government: $0
Premier Carr can't manage New South Wales schools, hospitals or public transport. He can't even get his candidate elected to City Hall. He's all out of clover!
So, it's another day, and another stunt for Bob Carr.
Today he launched the NSW Greenhouse Office. With no money. None. Not a brass razoo. Just a promise of more bureaucracy and still more grandstanding.
Bob Carr says he is working on plans for abatement that amounts to talking 4000 cars off the road.
The Howard Government approach will by the end of the decade deliver greenhouse gas abatement the equivalent of taking all today's cars, trucks and buses off the road.
Australia's emissions per unit of GDP are projected to decline substantially, by 44 percent from 1990 to 2012, and are expected to decline further by 2020 to be 52 percent below the 1990 level.
The Howard Government $1 billion climate change policy ensures Australia will reach its target of 108% of 1990 emissions. At the same time, Australia maintains its position as chair of the influential Umbrella Group, and continues to seek bilateral relationships with other nations to deal with climate change and its effects.
Premier Carr says that global warming is the biggest task facing the industrialized world. That is precisely why a global response is the only answer. So why is he going it alone? He may recognize state borders but greenhouse gases do not.
The bells are tolling, and they are tolling for Bob Carr.
