Australians will be encouraged to reduce their dependence on cars by using public transport, walking, cycling and ride-sharing as part of a $6.5 million Australian Government funding initiative, the Minister for the Environment and Heritage, Dr David Kemp, and the Deputy Prime Minister and Minister for Transport and Regional Services, John Anderson, announced today.
Dr Kemp said a sustainable approach to transport was vital to Australia's future because the transport sector accounts for around 76 million tonnes or 14 per cent of Australia's total net greenhouse gas emissions.
"Over five years, more than 186,000 households in four states and territories around Australia will participate in the voluntary National Travel Behaviour Change Project leading to an anticipated reduction of more than three billion car kilometres travelled and over one million tonnes of greenhouse gas emissions-or the equivalent of annual emissions from over 250,000 cars," Dr Kemp said.
"This will initially involve consulting with households as well as people in workplaces, shopping centres and schools in selected urban areas about their transport needs and habits to determine how to promote the use of alternatives to car use."
Funding from the Australian Government's Greenhouse Gas Abatement Programme is being provided to the Queensland ($3,023,000), Victoria ($2,000,000), South Australia ($815,495), and the ACT ($440,000) Governments, which have elected to carry out a range of travel demand management projects to reduce the unnecessary use of cars.
In addition to these allocations, the Australian Government will provide some funds towards national coordination ($208,505) and the states will also contribute funds to their own projects.
Dr Kemp said the National Travel Behaviour Change Project fills a gap in transport emission abatement efforts for urban areas where increasing passenger vehicle use is driving strong greenhouse emission growth.
Mr Anderson said sustainability is a key driver in the Government's efforts to minimise the impact of the transport sector on the environment.
"Just as the National Travel Behaviour Change Programme promotes sustainable transport use, the Government's AusLink initiative will promote sustainable national infrastructure transport planning and development," he said.
"It is anticipated improved infrastructure planning and development will have knock-on benefits for the environment, including on greenhouse gas emissions."
The Greenhouse Gas Abatement Programme is a $400 million Australian Government initiative designed to reduce Australia's net greenhouse gas emissions by supporting activities that are likely to result in substantial emission reductions or substantial sink enhancement.
The National Travel Behaviour Change project aims to reduce car use in favour of alternative transport modes - public transport, walking, cycling and ride-sharing, across four jurisdictions (Queensland, South Australia, Victoria and ACT).
The methodology involves direct assistance to households and individuals in analysing their personal travel behaviour and its effect on the environment, and then in identifying and using alternative transport options. Each jurisdiction will achieve the travel reduction through a different mix of methods reflecting local services and preferences.
The project focuses on metropolitan areas with a good range of transport options to enable the greatest reductions in car travel, and provides for coordination across jurisdictions to facilitate information exchange and implementation of best practice models.
The project fills a gap in transport emission abatement efforts for urban areas, where increasing passenger vehicle use is driving strong greenhouse emission growth. The project demonstrates an innovative, large-scale and cost-effective way of reducing car use, and therefore reducing greenhouse gas emissions from cars.
The project will involve more than 186,000 households participating in four States and Territories over five years. This will result in a reduction of more than 3.85 billion vehicle kilometres travelled and a reduction of 1.23 million tonnes of carbon dioxide equivalent (CO2-e).
In addition to more than 1.23 million tonnes CO2-e abatement by facilitating travel behaviour change in over 186,000 households the project will result in a reduction in some of the other impacts of car travel: noise and air pollution, congestion, car operating costs and vehicle accidents, plus a range of positive health benefits.
