Appendix A: Linkage of National Framework with other National Policy and Program Initiatives
Other activities of relevance to the Framework include:
|National Strategy for Ecologically Sustainable Development (NSESD)||The NSESD sets out what Australia needs to do to ensure that patterns of economic development are compatible with environmental sustainability and the well-being of the community over the long term. The Framework details vegetation outcomes and management and monitoring measures to guide achievement of environmental objectives of ESD, while remaining consistent with economic and social objectives.|
|National Strategy for the Conservation of Australia's Biological Diversity (NSCABD)||The NSCABD describes objectives and actions to protect biological diversity and maintain ecological processes and systems. The Framework describes in detail the vegetation outcomes and management and monitoring measures.|
|National Forest Policy Statement
| Processes stemming from the NFPS, notably Regional Forest Agreements (and relevant Montreal Process Criteria), the Plantations 2020 Vision, and the Natural Heritage Trust (NHT) Farm Forestry Program (one of its objectives being to "promote sustainable management and use of private native forest and woodland") inform this Framework.
The NFPS outlines agreed objectives and policies for the future of Australia's public and private forests. There are some 156 million hectares of forests within Australia, including woodland, open forest and closed forest.
The range of processes in place for the management of both private and public native forests in Australia include:
|National Greenhouse Strategy|| The National Greenhouse Strategy outlines proposed actions to enhance greenhouse sinks through plantation, farm forestry and revegetation programs and to encourage sustainable forestry and vegetation management.
Current estimates of greenhouse gas emissions and sinks from the land use change and forestry sector have a high level of uncertainty. As part of the package of greenhouse response measures announced by the Prime Minister in his November 1997 statement Safeguarding the Future: Australia's Response to Climate Change, a National Carbon Accounting System is being established to collate and provide improved vegetation and soil carbon data, including data on emission reduction and sink enhancement programs, to the National Greenhouse Gas Inventory.
|Natural Heritage Trust (NHT)/Bushcare||The NHT Partnership Agreements, and the Bushcare Program in particular, represent the most relevant suite of bilateral initiatives that this multilateral Framework seeks to complement and strengthen. A number of other NHT Programs eg National Landcare Program, Farm Forestry Program, National Rivercare Initiative, Murray-Darling 2001 Initiative, Endangered Species Program, National Reserve System Program, also complement the Framework.|
|National Land and Water Resources Audit (NLWRA)||The NLWRA is coordinating development of a National Vegetation Information System that will draw together information on vegetation extent and condition across the nation. The data attributes and protocols developed through this process will be most relevant to the monitoring component of this Framework.|
|State of the Environment (SoE)||Agreed SoE indicators are particularly relevant to the monitoring aspects of this Framework, and evaluation of progress towards achieving desired outcomes.|
|State of the Forests Report||Released in 1998, this provides a comprehensive report of Australia's forests and complements the SoE report.|
|Coordinating Working Group on Vegetation (CWGV)||The CWGV comprises two members from each of ANZECC's Standing Committee on Conservation (SCC), the Standing Committee on Agriculture and Resource Management (SCARM) of the Agriculture and Resource Management Council of Australia and New Zealand, and the Standing Committee on Forestry (SCF) of the Ministerial Council on Forestry, Fisheries and Aquaculture. The role of the CWGV is to ensure dialogue between the three Standing Committees to facilitate greater coordination and integration of their respective activities in relation to vegetation issues.|
|Advisory Councils/ Authorities||In most jurisdictions, statutory authorities and/or advisory committees exist to advise Ministers on vegetation management.|
|Council for Sustainable Vegetation Management (CSVM)||At the Commonwealth level, the CSVM advises the Commonwealth Environment Minister on matters regarding native vegetation management. CSVM has previously given consideration to 'National Principles for Native Vegetation Retention' and these have informed the development of this draft Framework.|
