


Payments & procurement
The Procurement Unit of the Travel and Procurement Section has responsibility for providing procurement services to the following financial entities within the Environment and Water Resources portfolio:
The Procurement Unit oversees a system of management controls and ensures that the Commonwealth Procurement Guidelines Core Policies and Principles are met.
A major activity of the Unit is to provide Quality Assurance on purchase orders for the range of goods and services which operational line areas of the Department require to support their programs.
Procurement decisions and procurement activity relating to approaching the market are undertaken by the relevant operational line areas.
Unless explicitly stated otherwise, all prices quoted on Purchase Orders issued by the Department are inclusive of GST.
Open and effective competition is a central operating principle for all Commonwealth procurement and requires the implementation of policies and practices which result in transparent procurement processes.
As part of its commitment to these core principles, the Department has undertaken to advertise all open business opportunities through AusTender and potentially newspaper advertising.
The following conditions represent Commonwealth Government policy on tenders as applied by the Department of the Environment, Water, Heritage and the Arts.
They are the general conditions of tender that should appear in all Department of the Environment, Water, Heritage and the Arts requests for tender. Additional conditions may be included, depending on the specific nature of the tender.
Neither the lowest priced tender, nor any tender, will necessarily be accepted by the Department. Acceptance of any tender will be subject to the execution of a formal agreement.
Without limiting its rights at law or otherwise and subject to the Commonwealth Procurement Guidelines January 2005 (CPGs), the Department may:
The establishment of a time or date in an RFT does not create an obligation on the part of the Department to take any action or create any right in any tenderer that any action be taken on the date established.
Your attention is drawn to the obligations of certain employers under the Equal Opportunity for Women in the Workplace Act 1999.
These obligations relate to the elimination of discrimination by employers against women in relation to employment matters.
It should be noted that the Department may seek additional advice and information regarding the financial capacity of the tenderers prior to making final decisions as to the successful submission.
The nominated tenderer is to give a written undertaking that persons employed in the performance of all work under any ensuing agreement will comply with the provisions of section 79 of the Crimes Act 1914 and the Privacy Principles specified by section 14 of the Privacy Act 1988 as if they were a Commonwealth employee.
Consultants will be engaged using the standard Departmental contract which requires the consultant to declare any conflict, or risk of conflict of interest. Where the Department establishes, from information provided by the consultant or from other information available to it, that a conflict of interest exists, such conflict may be grounds for excluding the consultant from consideration for this consultancy. Proposals should include a statement addressing the possibility that a conflict of interest may result from the award of this consultancy.
