


Payments & procurement
The Accounting Operations Section of the Department of the Environment, Water, Heritage and the Arts has responsibility for processing payments and invoiced debts for the following financial entities within the Environment, Water, Heritage and the Arts portfolio:
The Commonwealth Government encourages the payment of accounts to your business' bank account via electronic funds transfer (EFT). The Government's intention is to establish electronic payment as the normal means for Commonwealth payments.
EFT is an efficient, fast method of receiving your payment.
If you are a supplier of goods or services to the Department, you may take advantage of the EFT payment method by providing your bank account details (account name, BSB number, account number) on your tax invoice.
An electronic remittance advice will be provided for all EFT payments so, to receive this, your email address is also required.
Commonwealth Government payment policy is to provide for maximum payment terms not exceeding 30 days from the receipt of goods and services to specification and a correctly rendered tax invoice.
Alternative payment terms may be agreed to in circumstances which are advantageous to the Department. For example, the offer of a discount for earlier payment will be taken up where considered cost effective.
In accordance with the requirements of the Australian Taxation Office, No ABN Withholding Tax (current at October 2007, 46.5% of the transaction value) will be deducted from the payment if you are an enterprise within the meaning of the A New Tax System (Goods and Services Tax) Act 1999 and you do not include your Australian Business Number (ABN) on your tax invoice.
A purchase order will exist for most purchases of goods and services above $10,000 in value. Correct and timely payment of your tax invoice will be assisted if you:
Money owed to the Department is recovered through the Debtors system which is situated within the Financial Control Section.
The Department issues a tax invoice at the time it recognises the debt. Tax invoices are payable within 30 days of issue.

Use the telephone to pay by Mastercard and Visa
Detach the payment advice slip at the bottom of your tax invoice and return it with your cheque. Make cheques payable to 'Collector of Public Moneys'.
