About the peer review

This independent peer review of the final report of the evaluation of the National Packaging Covenant by Nolan-ITU (the Nolan-ITU Report) was commissioned by the National Packaging Covenant Council. In undertaking this task the reviewers, Emeritus Professor Harry Lovell - Consultant and Catherine Wilson of Environment Link Pty Ltd, sought to examine the Report against the following criteria;

  1. The methodology used in the collection of data and the extent to which this was validated;
  2. The scope and range of the data collected and the degree of balance obtained;
  3. Given that a) and b) satisfied objective analysis criteria, are the recommendations and findings of the report considered reasonable, balanced and achievable within the proposed time frames; and
  4. On the basis of the expert knowledge of the reviewers, are the findings and recommendations of the report supported.
