This annual report has been prepared in accordance with established reporting requirements for all Commonwealth departments and agencies.
The report focuses on reporting program performance and the achievement of program objectives. This information is set out in the performance reports for each departmental program which provide details of major issues and significant achievements in which each program played the key role in 1995-96.
A brief summary of departmental initiatives undertaken in response to the change of government on 2 March 1996 is contained in the letter of transmittal.
Following the federal election the Department assumed responsibility for the National Office of Local Government from the former Department of Housing and Regional Development. A summary of key developments in local government is provided under sub-program 5.4.
In respect of other reporting requirements, sub-program 6.1 provides a summary of key developments relating to internal and external scrutiny, and social justice and equity; sub-program 6.2 provides a summary of initiatives in the area of departmental support services including client-focused services, people management, equal employment opportunities and financial, legal and public affairs services. More detailed information is provided in the various Appendixes of the report.

This overview also provides charts setting out the program structure of the Department; senior management; the relationship between programs, divisions and branches of the Department; a table providing a reconciliation between programs and appropriations for 1995-96; and a summary table identifying aggregate financial and staffing resources data.
