Reports - Operation of the Environment Protection and Biodiversity Conservation Act 1999 (continued)
Introduction

This is the second report on the operation of the Environment Protection and Biodiversity Conservation Act and describes its operation from 1 July 2001 to 30 June 2002.

The Act commenced on 16 July 2000 and, consequently, the first report focused on the early implementation of the Act. The Act has been further enhanced by the commencement on 11 January 2002 of the new wildlife trade provisions and associated regulations. These provisions, which are at the forefront of ecologically sustainable wildlife management approaches, have enhanced the capacity of the Commonwealth to control the international trade in wildlife.

Minor amendments were also made to the Act and Regulations to include criteria for the accreditation of fisheries management plans, amend criteria for accrediting state and territory assessment processes, remove Telstra from the definition of Commonwealth agency and bring provisions of the Act into line with the Regional Forest Agreements Act 2002.

This report follows the format of the first report in examining the operation of the Act against the key priorities in implementing the Act. These are:
